KTVB reports here that Butch Otter, like Jim Risch, has refused to participate in the League of Women Voters debate, opting instead for one on KTVB affiliate in Twin Falls. You'll recall that Otter also blew off debating in the primary, preferring instead to attend a fund raiser at the Top Of The Hoff.
It would be interesting to know what KTVB's format will be, as compared to the LOWV format.
