Apparently Gov Otter has begun his "management by walking around" style of leadership. He popped up unannounced at the Dept of Insurance the other day. That's gotta make the agency directors a bit nervous. It'll be interesting to see if Otter talks only to the leadership, or if he talks to the lower employees.
Management by walking around is not new; it's been touted by various corporate mgmt books and speakers, but you don't hear it talked about much lately. It's an interesting way to run a governmentm certainly better than "Take a Bum To Lunch", offered up by the perpetually out to lunch Marvin "Pro Life" Richardson.
Otter suggested a raise for state employees, then pretty much negated that by wanting to charge more for the benefits package. His rationale; pay employees at market rates, but also charge for benefits at market rates. Since getting to markiet will take a few years, up to 10 per the committee, I wonder if adjusting the benefits to market rate will also happen over 10 years. This doesn't look so promising for Otter's effort to get better customer service from state employees.
Update; had the wrong name for Pro Life; changed to Richardson.
