Gov Otter talks about his business experience as a model for his governorship. Perhaps that explains a couple of points he raised in his recent speech.
He is asking state government agencies and employees to be customer service oriented. He is also proposing a decent raise for state employees. If you're going to ask the employees to give good (better)customer service, then it's smart to also give them a raise. Asking more from them but not giving them any more for the effort is not going to accomplish the goal, especially given the low morale due to years of minimal pay increases.
We'll see if the legislature supports this idea. If not, I doubt Otter will get much of an improvement in customer service.
