What Will Sali Cut?

The Statesman reports here that Bill Sali has received the endorsement of the Associated General Contractors

because of the Republican's support for the need to continue to push for federal dollars for Idaho's transportation needs, Idaho AGC Director Michael Gifford said.
Sali says on his website

I made a pledge that I would never vote for a tax increase. ... I have taken the Americans For Tax Reform Pledge that I will oppose any attempt to raise your taxes in Congress.
Well, okay, if you're going to push for federal dollars for Idaho transportation, where will the money come from? No new taxes, so that means you will divert money from other spending.

I'd like to know what Sali proposes to cut.
